Changing the colour, or adding to it
Dye penetrates the fibre and changes the fabric throughout; paint sits on the surface and gives you a design. Dye works on natural fibres and barely touches polyester, so check the composition before you start — and remember polyester thread in a made-up garment will stay its original colour.
Dye also combines with whatever colour is already there rather than replacing it, so nothing comes out lighter than it went in. Fabric paint needs heat setting once dry, usually with an iron, or it will wash out. Test both on a scrap first.
